Mike Bullock

Mike Bullock was promoted to Senior Vice President, Information Technology in January 2023. He is in his 20th year with the Rangers after being hired as Senior Director, Information Technology in March 2004. Bullock was promoted to Assistant Vice President in 2008 and to Vice President in 2010.

Bullock is responsible for a broad spectrum of technology from core systems and infrastructure to cloud technologies and business systems. Mike and his technology team were responsible for designing, building and commissioning state-of-the-art technologies at Globe Life Field.

He was selected as the 2022 DallasCIO of the Year ORBIE Award for organizations up to $200 million in annual revenue.

Prior to joining the Rangers, Bullock spent six years consulting and doing project management services to the telecommunication industry as founder and President of Evolution|I|T|. He also worked in technical and leadership roles with Texas Instruments, Burlington Northern Railroad and Bell Helicopter Textron.

He is a founding member of the Major League Baseball IT Steering Committee, Governing Body member of the Evanta Dallas CIO Summit, and member of the Advisory Board for the Southern Methodist University MSBA (Master of Science-Business Analytics) Program.

Bullock earned a Bachelor of Business Administration from Southern Methodist University in 1985. Mike and his wife Noelle have three children, Brandon, Gabrielle and Christopher and reside in Bedford.

Jason Elliott

Inspired by the power of people and technology Jason strives to ensure that all types of audiences from consumers to technology professionals to board members have the knowledge they need to be successful.

With two decades of I.T and wireless communications expertise he has made several notable contributions, delivering many industry firsts. He works to educate and collaborate on how technology can be used to realize new business opportunities, and address sustainability goals towards a better future for all.

Prior to joining Nokia, Jason held several lead roles in the CIO organization at Lucent technologies/Alcatel Lucent, overseeing large I.T infrastructure deployments and then moving into the wireless division developing 3G and 4G proof of concept systems.

In-between traveling the world to experience different cultures, you’ll find him in the Boston, MA area either trying out a new restaurant or running to offset his latest dining experience!

Maggie Hallbach

Maggie Hallbach is the President of Verizon Frontline and Senior Vice President of Public Sector at Verizon, leading the team of professionals dedicated to partnering with Verizon’s federal, state, local,education and public safety customers to deliver innovative technology solutions and services. This includes Verizon Frontline, the advanced network and technology built for first responders.

Maggie has held a number of executive roles during her more than two decades at Verizon. Most recently she served as Vice President of Business Development and Strategic Sales for VerizonPublic Sector where she led the team focused on developing, designing and capturing strategic opportunities in the Public Sector.

She has also served as Vice President of the state, local and education markets for Verizon. In this role, she and her team were responsible for developing solutions to address the increasingly complex requirements of state and local governments and education clients.

Additionally, Maggie has held a variety of roles focused on delivering customer experience enhancements and increasing shareholder value. She headed Verizon’s Lean Six Sigma efforts to drive ongoing business transformation and process improvement across Verizon Enterprise Solutions.

Maggie earned a Master of Business Administration in marketing and finance from the University of Maryland’s Robert H. Smith School of Business and holds a Bachelor of Arts in history from Brown University. She is also on the boards of directors at the Northern Virginia Technology Council (NVTC) and the United Service Organizations (USO). Maggie is committed to inclusion of youth and adults with special needs, dedicating time to TOP Soccer, Best Buddies International and supporting the Arc of Northern Virginia.

Sonal Patel

Sonal A. Patel is the Vice President of the Integrated Marketing team in Verizon Business. The Integrated Marketing team helps bring to life both the internal and external positioning of our key products, services & solutions. There are components of integrated marketing that are led through our go-to-market teams to ensure sellers know how to position products coupled with the external positioning that helps to create the demand. This is a very robust and detailed design and execution process to integrate across all audiences and vehicles. The Integrated Marketing team includes marketing communications, go-to-market, analyst relations, strategic marketing, customer engagement and field marketing.

Prior to this VP role, Sonal was the VP of Global Marketing within Verizon Partners Solutions where Sonal’s responsibilities included the development of the winning strategy and vision for the global wholesale business unit and the management of the business units resale product portfolio. With over $3B in global revenues, Sonal developed the marketing programs, product distribution and pricing strategies to drive revenue growth and gain market share.

Prior to her VP roles, Sonal has worked across Verizon for the past 13 years. She has worked and led the go to market strategies for business segments in IOT/M2M, wireless solutions for the business segment and within consumer marketing via CRM and pricing. Sonal has also worked across various Channel Partner programs and led the introduction of the Verizon Partner Program.

Sonal has also held positions at Avaya for 6 years and Fidelity Investments for 4 yrs. Sonal’s prior cross functional experience spans business operations, finance, accounting and sales operations.

As a female leader in the business, Sonal continues to help bring together individuals across the organization with various backgrounds and interests to help bring new perspectives to the ever-changing business challenges. With a passion for team building and driving business forward, Sonal’s style in leadership helps attract individuals to help empower and motivate to bring out hidden talents within the team. 

Sonal is also a working mom with 2 children, ages 16 & 17 and has a very supportive Engineer husband! Sonal has earned her MBA from Northeastern University and her BSBA in Finance & Marketing from Boston University.

Dave Takisaki

Dave is a high energy and passionate leader with 14+ years of technical sales experience. He started with Verizon in 2009 in the retail channel and quickly transitioned into the B2B channel.

David de Lancellotti

David de Lancellotti is Vice President of Global Sales, Verizon Customer Business Team for Nokia.

Since 2001 David has been in sales leadership roles within the Verizon Sales Team. David is a dynamic and successful leader who started his journey in sales at Lucent Technologies as part of the Verizon Sales Team and has taken various leadership positions through the company’s evolution as it merged with Alcatel and now with Nokia. During a brief stint during 2019, David led Nokia’s North America Enterprise Sales Team delivering the highest sales in its history. David’s previous notable leadership assignments within Verizon Sales Team were Head of Verizon West Market responsible for Optical and IP Routing, and Head of Mobile Networks Field Sales delivering $6B in sales for the company.

David holds a Bachelor of Arts in History from the University of Redlands.

David has a passion for wine, started a vineyard growing and bottling Pinot Noir at Oregon’s Willamette Valley region.

David and his family have a longstanding commitment to social causes, supporting a community kitchen for the homeless since 1999. He lives near Los Angeles, CA and has three wonderful children.

Robb Juliano

Robb Juliano is Vice President, 5G Solution Sales at Verizon Business Group. Robb is responsible for 5G Acceleration sales and programs encompassing Verizon's Private 5G and MEG solution sets. Robb's organization partners with Verizon's Global clients and Partner ecosystem to create, build, and deliver Private 5G/Edge driven value streams to unlock customer transformation.

Robb's career with Verizon has spanned 24 years across Verizon's Enterprise and Wholesale organizations. His path within Verizon has cultivated diverse industry expertise in global sales, leadership, channel development, and business strategy. Prior to his current role, Robb led Verizon's Global System Integrator Organization. Robb led global sales and business development focused on building innovation with partners to deliver disruptive, next generation solutions in the Global Enterprise segment.

Robb has been actively involved in the Verizon Sales Advisory council and provides thought leadership and input into the directional strategy across the Verizon Global Enterprise Sales organization. Robb attended Syracuse University where he studied business administration.

Robb resides in the New York Metropolitan area with his wife and their two boys. Robb shares a passion for his family, is an avid skier, and holds his private pilot's license.

Daniel Lawson

Daniel Lawson is a Vice President of Solutions Architecture in the Verizon Business Group. In this role, he is responsible for Verizon’s US-based enterprise and public sector segments and brings a unified team working across technologies to deliver business outcomes. Prior to this assignment, Daniel ran the Network, Applications, and Innovation team. In that role, he was the global practice owner for the application and network portfolios with a team of network technology subject matter experts, application specialists, and lab engineers who focused on enabling digital transformation for our customers through the power of our network capabilities (including emerging technology in SDN, edge compute, deep infrastructure/application insights, automation, and AI/ML techniques).

During earlier engineering and architecture leadership roles over the last 20 years with Verizon, Daniel has supported private and public sector customers; the financial, manufacturing, and healthcare industries; and many internal initiatives. He has extensive background in enterprise networking, mobility, IoT, edge cloud, outsourcing and managed services, optical transport, unified communications and collaboration, contact center, and security technologies.

Daniel is an active supporter of local Dallas charities benefitting the American Heart Association and Alzheimer's research. He holds a Bachelor’s of Science degree in Applied Mathematics from Texas A&M University and a Masters of Business Administration in Finance and Accounting from Southern Methodist University.

Chad Powell

As the Chief Technology Officer for the City of Irving, Texas, Chad Powell stands at the forefront of municipal technology innovation. With over two decades of dedicated service to the city, Chad has risen through the ranks, starting as a Web Intern and eventually taking the helm as the CTO, where he now oversees a diverse team of 40 professionals. His department encompasses Infrastructure, Communications, Customer Service, Software, and Public Safety Software Support teams.

Under Chad's guidance, the City of Irving has seen a major shift towards virtualization, with over 90% of its operations now in virtual environments. His strategic vision led to the deployment of an extensive citywide fiber network, crucial infrastructure refreshes, and the creation of a robust disaster recovery data center. He was pivotal in migrating the city’s email system to a cloud-based Exchange Online platform, introducing new collaboration tools and increasing productivity.

Chad studied Information Systems at the University of Texas at Arlington. His leadership style is deeply rooted in the principles of servant leadership, focusing on the growth and well-being of people and the communities to which they belong.

The City of Irving has recently earned the 2022 National Digital Cities Award, ranking 9th nationwide and 1st in Texas, and the 2023 IDC Smart Cities Award in the Next Gen Emergency Services category for the Smart City Project: Enabling Enhanced Interoperability For First Responders.

At the upcoming event on 5G Innovation, Chad will share his insights on the municipal application of emerging 5G technologies, particularly in public safety, showcasing how advanced tech like police drones can transform city operations and emergency response.

Michael Youngs

Michael Youngs is the Vice President of Information Technology Systems at Dallas Ft Worth International Airport (DFW.)  In this capacity, he provides business and customer-focused technology leadership for the continued development of an innovative, robust, and secure technology program supporting the complex business and operational needs of DFW International Airport. The primary responsibilities include support for application delivery and development, IT infrastructure and services, information security and compliance, enterprise systems, and client support services.

Youngs represents DFW’s information technology interests by participating in industry associations such as the American Association of Aviation Executives and Airport Council International as a member of the Business and Information Technology Working Group. Mr. Youngs also participates locally in the “Technology Ball” helping to raise funds for STEM education while providing networking opportunities for leaders in the DFW Information Technology Community.

Prior to joining DFW, Youngs spent 25 years in information technology roles. Most recently as the Deputy Director for Technology at Phoenix Sky Harbor International Airport. Mr. Youngs holds a master’s degree in Geographic Information Systems from Michigan State University.

Tom Grieve

Tom Grieve spent 28 seasons as an analyst in the Rangers’ television booth, the longest tenure of any TV broadcaster in club history. In total, he spent 56 seasons as a player, executive, and broadcaster in professional baseball, including 55 years with the Washington/Texas franchise.

Grieve debuted on Prime Sports broadcasts in 1995 and was the lead television analyst on Rangers’ games through the 2016 season.

Elected to the Rangers Hall of Fame in 2010, Grieve joined longtime Rangers’ coach and Minor League manager Bobby Jones in throwing out the ceremonial first pitches on Opening Day in 2016 in recognition of their 50th pro seasons.

Named the Rangers’ Vice President and General Manager in September 1984, Grieve became the youngest General Manager in baseball at the time and remained in the position until September 1994. He was the Senators’ first round pick in the October, 1966 June free agent draft after an outstanding high school career in his hometown of Pittsfield, Massachusetts. Grieve was elected to the Western Massachusetts Baseball Hall of Fame in 2017. He played in the majors with the Senators, Rangers, Mets and Cardinals from 1970-79. He was the Rangers’ Player of the Year in 1976 with career bests of 20 homers and 81 RBI.

Grieve joined the Rangers’ front office as director of group sales in 1980, became assistant director of player development in 1981, and was promoted to director of player development after the 1982 season. Tom and his wife, Kathy, have three children, all accomplished athletes. His oldest son Tim, a 1994 graduate of Texas Christian University, pitched in the Kansas City and Arizona organizations and is now the Midwest Regional Scouting Crosschecker for the Detroit Tigers. His son Ben was the 2nd pick in the nation in the 1994 June draft and played nine major league seasons with the A’s, Devil Rays, Brewers, and Cubs, earning 1998 American League Rookie of the Year honors with Oakland. Daughter Katie was an all-state volleyball player at Arlington Martin HS and went on to play at Auburn University. She graduated from the University of Texas in 2000. Tom and Kathy have eight grandchildren.

Chief Brian Dugan

Brian Dugan served with the Tampa Police Department for 31 years, his final four years he served as the 32nd Chief of Police.

Throughout his career, Chief Dugan recognized the value of community relationships. He quickly rose through the ranks leading to his appointment of Chief of Police in 2017. This appointment came after a very dark period for the City of Tampa. In the fall of 2017, a serial killer targeted the Seminole Heights community. Chief Dugan led a coalition of local, state, and federal law enforcement agencies as the unwavering voice of calm and strength for the city, until the suspect was brought to justice.

Under his command, the Tampa Police Department was the lead agency among 70 other law enforcement partners for Super Bowl LV in 2020, as well as the lead agency for security during back-to-back Stanley Cup championships. The Tampa Police Department also coordinated security for the celebratory boat parades which, due to the pandemic, were the first of its kind.

Brian Dugan is best known for the innovative ways he cultivated police-community relationships through outreach and engagement. He created a integrated approach to fighting crime by developing a sustainable methodology of enhancing public trust and building community partnerships. This was evident through his creation of the Community Investment Grant program, popular podcase series, modern citizen police academies, and his commitment to officer trainings focused on treating all citizens with dignity and respect. 

Under Dugan’s leadership, citizens could learn first-hand about their agency through a series of half-day citizens academies. Dozens of community leaders, local business owners, activists, and professional athletes have experienced real-life scenarios experienced by offices through this engagement program. Chief Dugan invited the Tampa Bay Buccaneers and Tampa Bay Lightning players to participate in the working for social justice program. This partnership created a productive environment for an exchange of ideas, concerns, and challenges.

Chief Dugan will always be proud of his officers for driving down crime, but he is most satisfied with the community policing that takes place in Tampa every day. Officers and employees work side-by-side with citizens to solve and prevent crimes. Determined to put “bad money” to good use, Chief Dugan implemented a Community Investment Grant program with the use of drug forfeiture funds. The department invested in local non-profits whose missions ranged from empowering underprivileged children through education to providing ex-offenders with employability skills to reduce recidivism. 

During his tenure, Dugan launched “Role Call with Chief Brian Dugan” a unique podcast series highlighting the diverse roles of community members in public safety. Each week he traded in his police radio for a microphone to host the 30-minute show alongside a featured guest. With a reach of more than 1,000 listeners, these candid conversations helped draw important parallels between community service and police work.

Chief Dugan earned a Bachelor of Science in Criminal Justice form West Liberty University and a Master of Public Administration degree from Troy State University. He is a graduate of the prestigious Southern Police Institute’s Command Officers Development Course. In 2014, he attended the Senior Management Institute for Police. He is a graduate of the FBI’s National Executive Institute and Leadership Tampa. Chief Dugan is also a member of several professional associations, including the Tampa Bay Area Chiefs of Police Association, Florida Police Chiefs Association, International Association of Chiefs of Police, National Association of Women Law Enforcement Executives, National Association of the Advancement of Colored People (NAACP), and Police Executive Research Forum.

As a cancer survivor, Brian is grateful for each day he can make a difference in the community of law enforcement. However, his most important role is his role as a husband and father of two children.
