.09 Option G (Vnet)
Vnet is a customized virtual network telecommunications service. It provides a unified service
for multi-location companies, providing both communications and management features. Vnet is suitable for long distance calls between company locations, as well as all long distance calls to the entire U.S. and to those international locations listed in Table V, Part E. If the computed charge includes a fraction of a cent, the fraction is rounded to the nearest whole cent.
Subscribers to Vnet take a Basic Feature Package which includes the availability of Dedicated and Shared Access and Termination; Usage Rates with associated Volume Discounts; international calling to the international locations listed in Table V, Part E; Long Distance Directory Assistance; Universal Range Privilege; a 7-digit customer-defined private dialing plan, 10-digit Exclusion, 10-Digit Private Dialing.
Customers who discontinue Vnet service will be billed at their contract rates for a period of up to thirty (30) days, after which they will be billed for any service usage at the standard Guide rates applicable to service.
In addition to other service-related charges under this option, FUSF, CAC, Administrative Expense Fee and CCRC apply.
.091 Access/Termination Methods
.0911 Dedicated Access/Termination: The following Dedicated Access/Termination methods are available to customers of Vnet:
.09111 Analog Access: Analog Access is described in Section C-2.011.
.09112 T-1 Digital Access: T-1 Digital Access is described in Section C-2.0221.
.09113 Other Forms of Dedicated Access/Termination: At the customer's request and where feasible, Company may permit the customer to obtain other forms of access to the customer's Vnet service; or Company may procure other forms of access to such service. If Company procures access for the customer from the Local Exchange Carrier, the customer's use of such access shall be in conformity with the regulations and other terms and conditions under which the Local Exchange Carrier provides such access.
In addition, a Vnet customer may allow another Vnet customer to terminate calls on the first customer's network via dedicated access. This feature is available at the request of the Vnet customer on whose network the calls are to terminate. Such requests must be submitted to Company in writing. Subscribers authorized to make such access must dial a private dialing plan number.
.0912 Shared (Switched) Access: The following Shared Access methods are available to customers of Vnet Service:
.09121 Vnet Dial "1" Access ‑ available in Company‑served equal access exchanges. Subscribers can dial Vnet 7-digit and 10-digit private dialing plan numbers, 10-digit off-net numbers and international numbers in those international locations listed in Table V, Part E. Subscribers must dial the prefix "700" before a 7-digit private dialing plan number. In addition, subscribers can designate one or more switched ANIs for facsimile usage.
.09122 Vnet Card Access - available from any tone-dial phone via an "800" number. Subscribers can dial Vnet 7-digit and 10-digit private dialing plan numbers, 10-digit off-Vnet numbers and numbers in those international locations listed in Table V, Part E.
.09123 Vnet Card Worldphone Access ‑ This feature is available from overseas locations listed in Section C-3.07342. Subscribers can dial overseas toll free numbers on a country specific basis to reach a Company operator located in the U.S. The Company operator will process the subscriber's call based on its authorization number validation and calling range privilege. The subscriber will be given access to the customer's 7 and 10-digit private dialing plan numbers, 10-digit off-net numbers, and numbers in those international locations listed in Table V, Part E for call completion.
.09124 Vnet Cellular Service provides Vnet customers nationwide access (where cellular calling is available) to the customer's Vnet network using cellular mobile service. A Vnet customer can presubscribe its cellular mobile telephone to Company. The cellular telephone then will become a switched access location on the customer's Vnet network. The cellular service customer is responsible for subscribing to cellular service from a cellular provider.
.09125 Vnet 800 Remote Access - Allows the user to access the customer's Vnet network via a customer-assigned 800 telephone number from anywhere in the 50 United States, Puerto Rico, Canada, and the U.S. Virgin Islands. This feature is available for on-net calls with both 7-and 10-digit dialing plans. For Canada and U.S. Virgin Islands usage charges, see rates as listed in Sections C-3.07343 and C-3.07344.

If the customer obtains other forms of access to the customer's Vnet service, all applicable recurring and non-recurring charges for such service will be calculated on an individual case basis, in accordance with the charges assessed by the Local Exchange Carrier or other access provider. The installation and monthly charges for any interface equipment associated with such access that is provided by Company shall be calculated on an individual case basis.
In addition to such individual case basis charges, Company shall assess charges for the following:

.094 Basic Feature Package Charge
The Basic Feature Package, to which all Vnet customers subscribe, includes the availability of Dedicated and Shared Access and Termination; Usage Rates with associated Volume Discounts; access to the international locations listed in Table V, Part E; Long Distance Directory Assistance; plus the following:
7 digit customer-defined private dialing plan, used for: direct termination of calls dialed as 7‑digit to customer locations optionally, for convenience in dialing locations reached via 10 digits or international numbers. Vnet converts the 7 digit number to the appropriate 10 digit or international number.
10-Digit Private Dialing Plan - used for direct termination of calls which are dialed as international numbers in the format of 011 plus the Country Code plus the National Number.
10-Digit Exclusion - Customer specifies individual called 10-digit or international phone numbers to be blocked.
Invoicing - A customer can elect to receive a single consolidated billing statement for all calls placed via Vnet from all locations, including call detail on paper at the customer's option, or a location level invoice for each location. (See Section C-3.09518.)
Universal Range Privilege - A customer can specify the type of Vnet calls allowable for users on each Dedicated Access Line group, for each Vnet Card authorization code and for each Dial "1" ANI (originating telephone number) and for each ID code (see Section C-3.0956 regarding ID codes). The range privileges are defined as follows:
0 = No calls allowed;
1 = On‑network numbers (private dialing plan numbers);
2 = All numbers in the U.S. Mainland, Alaska and Hawaii;
3 = All numbers in domestic North American Numbering Plan locations1 and in the international locations listed in Table V, Part E; and,
4 = All numbers in domestic North American Numbering Plan locations1.
Accounting Codes - A customer can specify that Accounting Codes are to be dialed from specific dedicated access line groups, Dial "1" telephone numbers (ANIs), or Vnet 800 Remote Access Numbers. The code may be dialed in combination with an ID Code and both the ID and Accounting Code may be of customer-specific length so long as the total number of digits of both does not exceed eleven. If the dedicated access line group or ANI is equipped for the code(s), the customer can select, on that line group or ANI, that either the codes must be dialed for all Vnet calls or must be dialed only for off-net 10-digit and off-net international calls. Accounting codes are non‑verified codes.

The Vnet customer must verify to Company, in writing, that Company is duly authorized to provide service for all employee subaccounts. These employee subaccounts must be designated for inclusion by the customer under the Directed Billing Option. The Vnet customer is responsible for designating the ANIs and Vnet Cards that will be included on the network and for placing all service orders to add, delete, or change such ANIs or Vnet Cards and/or to add, delete, or make changes to service for such ANIs or Vnet Cards. Each designated employee subaccount will be billed separately for its service. The Vnet customer will be responsible, without limitation, for payment of delinquent employee subaccounts.

Vnet customers may access MCI OneFAX in the following three methods:
MCI OneFAX Call Director: From a customer-designated originating ANI, the customer accesses the MCI OneFax Call Director toll-free number via automatic dialing equipment using the customer's MCI OneFax authorization code;
MCI OneFAX Office: From a customer-designated originating ANI, the customer accesses MCI OneFAX by dialing the MCI OneFAX Office toll‑free number and the customer's MCI OneFax optional accounting code; and,

Upon completion of a call, Company sends the customer a transmission status report via facsimile to an ANI previously designated by the customer. Customers using MCI OneFAX Mobile access may designate a different ANI for receipt of transmission status report when accessing MCI OneFAX.
Usage is billed only when facsimile transmission is complete and is billed from the originating ANI location to the terminating ANI location. The usage rates in Section C‑3.073201 apply. The discounts set forth in Sections C‑3.09517 and C‑3.096 will apply.

An audioconference call is initiated by making a reservation of a date and time for a call. Reservations of audioconference calls can be placed 24 hours a day, 7 days a week. Audioconference calls may be made on any day of the week, at anytime, based on availability. The Network Savings Plan offers discounts to customers based on combined international and domestic revenue. The percentage discount under each option is determined based on the entire Vnet customer's combined international and domestic usage during the month in the case of NSP Options 1, 2, 3, and 4, and during the year in the case of NSP Option 3a and Option 5. The discounts are applied against domestic usage charges (including facsimile usage) and the U.S. Virgin Islands usage charges, excluding Operator Assisted usage and surcharges as described in Sections C-3.0936 and C-3.09226, respectively. Customers may convert to another Company service or NSP Option without penalty if the plan is of equal or greater term and volume commitment.
The NSP commences either in the month the order is received, if the order is placed on the first day of the month, or, if the order is placed after the first day of the month, the month immediately following the order.
Customers subscribed to Vnet before March 10, 1989 will be enrolled automatically in NSP Option 1, if they have not selected an alternate NSP option.
The Network Savings Plan (NSP) options will be available to customers who enroll prior to June 30, 1994. Except for those customers subscribing to service under a Special Customer Arrangement (SCA) as described in Section C-3.16, customers enrolled in an NSP Option 1 may convert to any Vnet Worldwide plan described in Section C-3.097; customers enrolled in an NSP Option 2, 3, 3a or 4 may convert only to the Vnet Worldwide term plans (excluding the Month-to Month plan, as described in Section C-3.0972); and customers enrolled in an NSP Option 5 may convert only to a Vnet Worldwide term plan with the Annual Volume Commitment of $1,200,000. For those customers who convert as specified above, the early termination charges in Section C-3.096 will not apply. In addition, all existing NSP customers have the option of signing a new NSP prior to the expiration of their existing option, provided that it is the same option type. NSP customers who subscribed to service under an SCA prior to May 15, 1994, may not convert to Vnet Worldwide during the term of the SCA.

Qualifying Volume is the Customer's total gross domestic outbound, international outbound, Vnet Card, Vnet Directed Billing, and Metered Use Service Option LL (Company Contact one-number service) usage. Vnet Card surcharges, Directory Assistance, feature, monthly recurring charged (as described in Section C-3.09), and non-recurring charges, operator assisted usage charges and surcharges (as specified in Sections C-3.0936 and C-3.09226, respectively) and taxes are excluded from Qualifying Volume.
Eligible Volume is the Customer's total domestic outbound, international outbound, Vnet Card, Vnet Directed Billing (excluding usage billed to the employee), and Metered Use Service Option LL (Company Contact one-number service) usage. Customers who subscribe to Vnet through Vnet Worldwide are subject to the following. The benefits of Vnet Worldwide are not available to customers who subscribe to service through a Special Customer Arrangement, as described in Section C-3.16, that is effective prior to May 15, 1994.

.0974 Volume Commitment: A customer may elect an annual Vnet Service volume commitment of $600,000, $720,000, $960,000, or $1,200,000.
.0975 Underutilization Charges: If, at the end of any year of the term, a customer has not met the annual volume commitment, the customer must pay the difference between the customer's Qualifying Volume and the Annual Volume Commitment.
.0976 Early Termination Charges:
.09761 Cancellation or Discontinuance Without Liability: A customer may cancel or discontinue a Vnet Worldwide term plan prior to the expiration of the term without liability if: (1) the customer's annualized Qualifying Volume exceeds the annual volume commitment; and (2) the customer commits to a new Vnet Worldwide plan or enters into a Special Customer Arrangement (SCA) Type 1, 4 or 6, as described in Section C-16, with a total volume commitment exceeding the total original volume commitment; and (3) the customer commits to a new term commitment, equal to or greater than the term that is being cancelled or discontinued, on the start date of the new term plan.
.09762 Cancellation or Discontinuance With Liability: A customer may discontinue a Vnet Worldwide term plan prior to the expiration of the term subject to the following conditions. Discontinuance of all service furnished under the Vnet Worldwide term plan prior to the expiration of the commited term will constitute discontinuance of the plan, and the customer will be billed and required to pay an early termination charge equal to the underutilization charge for the year of termination plus 100 percent of the annual volume commitment for each remaining year of the term. In addition, a customer will be required to repay the value of any promotional credits that were given for Vnet Worldwide.

.0977521 Cancellation or Discontinuance Without Liability: A customer may cancel or discontinue a Vnet WISP prior to the expiration of the term without liability if: (1) the customer's annualized Qualifying Volume (international outbound usage only) exceeds the Annnual International Volume Subcommitment; (2) the customer commits to a Vnet WISP with a total Annual International Volume Subcommitment exceeding the total original Annual International Volume Subcommitment; and (3) the customer commits to a new Vnet WISP term commitment equal to or greater than the customer's existing WISP term commitment that is being cancalled or discontinued on the start date of the new Vnet WISP term.
.0977522 Cancellation or Discontinuance With Liability: A customer may discontinue a Vnet WISP prior to the expiration of the term subject to the following conditions. Discontinuance of all service furnished under the Vnet WISP prior to the expiration of the commited term will constitute discontinuance of the plan, and the customer will be billed and required to pay an early termination charge equal to the underutilization charge for the year of termination plus 100 percent of the annual volume commitment for each remaining year of the term. .098 Service Conditions Except for those customers with Vnet locations installed before February 1, 1988, the following service conditions will apply:
.0981 A Vnet Card customer must incur at least $25,000 per month in total Vnet charges excluding Vnet Card usage and Vnet Card surcharges.
.0982 In each month in which a customer fails to satisfy the condition set forth in Section C‑3.0981, the customer will be charged a $0.75 per-call surcharge for domestic Vnet Card calls in lieu of the surcharge specified in Section C-3.09221. There is no grace period for this condition.

A. T‑1 Digital Access for Vnet is available in the Company Metropolitan Area Terminal locations set forth in Section C‑12, Table IV, Part A. This access method is also available in the cities set forth in Section C‑12, Table V, Part C‑1, where facilities permit.
B. Analog Local Access for Vnet is available in the Company Metropolitan Area Terminal locations set forth in Section C‑12, Table IV, Part B.
C. Dial "1" access is available from all exchanges which have been converted to equal access in the cities listed in Table V, Part A.
D. Vnet customers can terminate calls to all cities within the contiguous United States, Hawaii, Alaska, Puerto Rico, the U.S. Virgin Islands, American Samoa, Guam, and CNMI, except where such cities are located in the same state.
E. Vnet customers can terminate calls to the international locations set forth in Part E of Table V.
