Offer : In lieu of all discounts other than Access Term Discount Plan discounts, the following monthly recurring per-circuit Local Access Channel charges for eligible DDS Local Access (DDS), DSO (Hubless) Access (DS0) and/or T-1 Digital Access local access circuits (Promotional Service), based on the location of the terminating Customer Premises, circuit type and standard monthly recurring per-circuit Local Access Channel charges, as follows.

Eligibility:
The Customer must:
enroll between November 1, 2002 and December 15, 2005;
request installation of all new Promotional Service no later than January 31, 2006 to occur no later than April 30, 2006; and,
receive Company service under a term of service which equals or exceeds one year.
Eligible circuits must be:
provided when the connections at each end of a circuit are not furnished in whole via Company or Company‑affiliate facilities, but the circuit itself is furnished via Company or Company‑affiliate facilities; and,
used for access to Domestic Private Line Services, Frame Relay Service (and, if T-1 Digital Access, at least two channels of circuit must access the service), Company-provided voice interexchange and international services (and, if T-1 Digital Access, the Customers monthly commitment for Company voice service must equal or exceed $2,000 per T-1 Digital Access circuit installed under the promotion), Company-provided ATM Services (and, if T-1 Digital Access, at least two channels of circuit must access the service) and/or Company-provided Internet services (and, if T-1 Digital Access, at least two channels of circuit must access the service).
Other Conditions: Customers receiving the benefits of this promotion may not receive the benefits of Product Packages Guide Types 13, 14, 15, 16, 18, 19, 20, and/or 21, On the Network Lit Building Access Promotion or On the Network 2 Lit Building Access Promotion.
