Ethernet Private Line – Metro (EPL – Metro)


As of October 1, 2010, orders for new circuits as well as orders for moves, adds, changes and upgrades for EPL - Metro are provided as Private Carriage Services.

 

I.          SERVICE DESCRIPTION: Ethernet Private Line – Metro (EPL – Metro), (formerly known as Ethernet Private Line – Metro Service, a part of Metro Private Line Access Service, see Name Changes for prior name changes) offers dedicated high bandwidth access, where facilities are available. EPL – Metro connects a Customer’s resources via a point-to-point, dedicated service that employs Ethernet as a termination solution.

 

1.         Available Network Configurations.

 

1.1       Prior to June 1, 2005, EPL – Metro was available in Type 1, Type 2, and Type 3 network configurations. EPL – Metro at 1000 Mbps in Type 2 and Type 3 network configurations was provided via two SONET OC12 connections. EPL – Metro in Type 2 and Type 3 network configurations at 50 Mbps and greater was available only in locations where the RBOC Connecting Carrier provided the facilities not furnished via MCI Legacy Company facilities.

 

1.2       From February 1, 2006 through February  28, 2011, EPL – Metro is available in Type 1 to Type 1 Network Configurations.

 

1.3       Beginning March 1, 2011, EPL – Metro is available in Type 1 and Type 3 network configurations.

 

1.         Type 1. Type 1 is where a Customer origination or termination connection is provided entirely by MCI Legacy Company-owned fiber within a building, or on other Company facilities designated as Type 1.

 

2.         Type 3. Type 3 is where Customer origination and/or termination connection is provided by Company ILEC or Company ILEC-affiliate and neither is provided by MCI Legacy Company-owned fiber within a building, or on other Company facilities designated as Type 1.

 

1.4       Beginning March 15, 2016, EPL Metro is also available in a Type 3 to Type 1 network configuration.  Type 3 is where Customer origination and/or termination connection is provided by Company ILEC or Company ILEC-affiliate and Type 1 is where a Customer origination or termination connection is provided entirely by MCI Legacy Company-owned fiber within a building, or on other Company facilities designated as Type 1.

 

2.         Service Availability.

 

2.1       EPL – Metro ordered on or after September 1, 2008 is available at speeds of 10 Mbps, 50 Mbps, 100 Mbps, 150 Mbps, 300 Mbps, 450 Mbps, 600 Mbps and 1000 Mbps.

 

2.2       EPL – Metro is available for service ordered between February 1, 2006 and August 31, 2008 is available at speeds of 150 Mbps, 600 Mbps and 1000 Mbps.

 

2.3       EPL – Metro is not available for ordering on June 1, 2005 through January 31, 2006.

 

2.4       EPL – Metro ordered between July 1, 2004 and June 1, 2005 is available at speeds of 10 Mbps, 40 Mbps, 50 Mbps, 100 Mbps, 150 Mbps, 300 Mbps, 600 Mbps and 1Gbps.

 

2.5       Ethernet services ordered prior to July 1, 2004 is available at speeds of 50 Mbps (VO1), 150 Mbps (VO3), and 600 Mbps (VO12). Moves or transfers of service is not available.

 

2.6       EPL – Metro Type 1 configurations are available from locations in the following list of LATAs (Local Access Transport Areas):

2.7       EPL – Metro Type 3 configurations are available from locations in the Serving Wire Center codes specified in the Ethernet Private Line Pricing Zone List applicable to Type 3 rates in Section IV for periods on or after March 1, 2011.

 

3.         Geographic Service Configurations. InterLATA Service for Type 1 to Type 1 connections, known as Corridor Service, is provided between: LATA 132 and LATAs 222 and 224; LATA 222 and LATA 224; and, LATA 236 and locations in LATA 246 for which the local loop is furnished in whole via Company-owned facilities. Corridor Service is applicable to Service Area 2 on or after March 1, 2009 and applicable to Service Areas 2 and 3 for September 1, 2008 through February 28, 2009. All other Service Areas are intraLATA.

 

II.         DEFINITIONS: The Online Definitions apply.

 

III.        FEATURES AND OPTIONS: No other features or options are available with this service.

 

IV.        RATES AND CHARGES: The following monthly recurring and non-recurring charges apply to EPL – Metro circuits:

 

1.         Charges.

 

1.1       Charges prior to July 1, 2003 and/or (ii) under Company contracts which provide discounts on standard monthly recurring charges

 

1.2       Charges – July 1, 2003 through June 30, 2004

 

1.3       Charges – July 1, 2004 through August 31, 2004

 

1.4       Charges – September 1, 2004 through March 31, 2005

 

1.5       Charges – April 1, 2005 through May 31, 2005

 

1.6       Charges – February 1, 2006 through August 31, 2008

 

1.7       Charges –September 1, 2008 through February 28, 2009

 

1.8       Charges – March 1, 2009 through June 30, 2009

 

1.9       Charges – July 1, 2009 through February 28, 2011

 

1.10     Charges – March 1, 2011 through April 30, 2011

 

1.11     Charges – On or after May 1, 2011

 

2.         Other Charges.

 

2.1       Administrative Nonrecurring Charges apply.

 

2.2       Customer Support Services charges apply.

 

2.3       FUSF and CCRC apply.

 

2.4       Paper Invoice Charge applies.

 

2.5       Property Tax Recovery Charge applies.

 

2.6       Convenience Payment Charge applies.

 

2.7       Administrative Expense Fee applies.
