.25         Option X (MCI HotelDirect)

 

Beginning May 15, 1997, Option X (MCI HotelDirect) will not be available to new subscribers.

 

                              Option X is an outbound, customized telecommunications service which may include an inbound service option using a Business Line, WATS Access Line or Dedicated Access Line termination.   It provides service for single and multi-location customers using switched and/or dedicated access origination and switched and/or dedicated termination.  Option X may be used for long distance calls between customer locations, as well as between customer locations and other locations in the U.S. Mainland, Alaska, Hawaii and the U.S. Virgin Islands and to Puerto Rico and the international locations listed in Table V, Part E.   All domestic outbound Option X calls are subject to a 30-second minimum initial period and are rounded to the next higher 6-second increment.  All domestic inbound Option X calls are subject to an 18-second minimum initial period and are rounded to the next higher 6-second increment.  All outbound international calls are subject to a 30-second minimum initial period and are rounded to the next higher 6-second increment, except that the Mexico portion of calls to Mexico are subject to a 60-second minimum initial period and are rounded to the next higher 60- second increment.  All inbound 800 international calls are subject to a 30-second minimum initial period and are rounded to the next higher 6-second increment, except for inbound international calls from Mexico which are subject to a 60-second minimum initial period and are rounded to the next higher 60-second increment.   The U.S. portion of inbound 800 calls from Mexico are subject to a 18-second initial period minimum and are rounded to the next higher 6-second increment.  If the computed charge for a call includes a fraction of a cent, the fraction is rounded to the nearest whole cent.  When an MCI HotelDirect call is established in one rate period and ends in another, the rate for the time of day in the terminating location applies.  To be eligible for service, a customer must subscribe to outbound service at all its locations.

 

                              Subscribers to MCI HotelDirect will receive dedicated, switched, and calling card access and dedicated, switched and WATS access line termination, with discounts, 800 service, Directory Assistance, Accounting Codes, Universal Range Privileges, Custom Calling Range Privileges, Call Detail, and either consolidated invoice or location level invoices for MCI HotelDirect calls placed at all locations.

 

                              The rules and regulations governing the provision of service for inbound 800 calls are identical to those for Option F, except where otherwise noted.

 

                              MCI HotelDirect is available to all customers with the exception of customers subscribing to service through MCI Preferred Value Insurance Plan, (VIP), MCI Preferred VIP Plus, MCI Vision VIP, MCI Vision VIP Plus, MCI Vision Customized Business Program, MCI 800 VIP, MCI 800 Term and Multi-Location Discount Plans, MCI 800 VIP Plus, Vnet NSP or Vnet WorldWide, and those customers who subscribe to service through a Special Customer Arrangement, as described in Section C-16, may not enroll.

 

In addition to other service-related charges under this option,  FUSF, CAC, Administrative Expense Fee and CCRC apply.

                                             .2526     Directory Assistance:  An undiscountable charge of $1.49 per call will be applied to each call requesting Directory Assistance for a number in the U.S. Mainland, Alaska, Hawaii, Puerto Rico, the U.S. Virgin Islands, American Samoa, Guam and CNMI; and an undiscountable charge of $1.49 per call will be applied to each call requesting Directory Assistance for a number in Canada.   Except as otherwise noted herein, all other provisions of Directory Assistance apply.

 

                              .253       Discounts

 

                                             .2531     Time of Day Discount:  A 20 percent discount will apply, on a call-by-call basis, to inbound domestic traffic (including Puerto Rico and the U.S. Virgin Islands) as described in Section C-3.25221 only, occurring during the Evening and Night/Weekend rate periods (i.e. anytime except 8 a.m. ‑ 5 p.m. weekdays).

 

                                             .2532     Inbound Discount:   Discounts will be applied, as set forth below, to all interstate MCI HotelDirect inbound 800 calls as specified in Section C-3.25221.  This discount is applied after Time of Day discounts are applied.

                                             .2534     Term Commitment and Program Criteria and Requirements:

 

                                                            .25341   Term Commitment and Renewal Options:   A customer must commit to a service term of one, two or three years.  The term of the MCI HotelDirect service will commence no earlier than the fifteenth of the month in which the customer subscribes to the service.   The service will automatically renew for an equivalent term and volume minimum upon expiration, unless the customer provides written notice to cancel service, which notice must be received by the Company not less than 30 days prior to the expiration of the term.

 

                                                            .25342   Volume Commitment::  Customers subscribing to MCI HotelDirect must commit to an annual traffic volume of at least $4,000, excluding Operator Assisted usage charges.

 

                                                            .25343   Usage Requirement:  At least 60 percent of a customer's total monthly domestic outbound usage (including usage to Puerto Rico and the U.S. Virgin Islands,

                                                                           and excluding Operator Assisted usage charges) must occur during the Off-Peak rate period.  In any month in which a customer does not meet this requirement, the customer will be billed and required to pay a surcharge equal to $0.14 for each domestic outbound minute of use in that month.1

                              .253       Discounts

 

                                                            .25344   Underutilization:  If, at the end of any year of the term, a customer has not satisfied the annual volume commitment to which it subscribed, the customer will be billed and required to pay 200 percent of the difference between the customer's actual traffic volume and the annual traffic volume commitment.

 

                                                            .25345   Early Termination:

 

                                                                           .252451                              Cancellation or Discontinuance With Liability:  Discontinuance of all services furnished under MCI HotelDirect prior to the expiration of the committed term constitutes discontinuance of the plan and the customer will be billed and required to pay an early termination charge equal to $0.1400 per cumulative outbound domestic minute of traffic handled since enrollment, plus $1000 for each month remaining in the term.  In addition, the customer will be required to repay any promotional credits provided.

 

                                                                           .252452                              Cancellation or Discontinuance Without Liability:  A customer may discontinue MCI HotelDirect service prior to the expiration of the term without liability if:  (1) the customer's annual volume equals or exceeds the MCI HotelDirect Volume Commitment; (2) the customer commits to a new HotelDirect plan, another plan associated with other MCI Metered Use Services (for example, an MCI Vision VIP Plus, Vnet WorldWide), or enters into a Special Customer Arrangement (SCA) Type 1, 4 or 6, as described in Section C-16, with a total volume commitment exceeding the total original MCI HotelDirect volume commitment; and (3) the customer commits to a new term commitment equal to or greater than the customer's existing term commitment.  The former MCI HotelDirect Plan will terminate on the start date of the new plan.

 

                              .254       Optional Features

 

                                             For Inbound 800 and Outbound Service:

 

                                             Call Detail on Paper and/or Magnetic Tape or Cartridge:  Call detail records, including the prediscounted price for each call.  One type of Call Detail medium is included without additional charge.  The customer may receive both Paper and Magnetic Tape or Cartridge for an additional one-time set-up fee of $25 and a recurring charge of $25 per month.

 

                                             Invoicing Options:  A customer must choose between two invoicing options:  consolidated invoicing or Location Level Invoicing.  With Consolidated Invoicing, a single monthly invoice will be rendered to the customer for charges incurred at all locations assigned to its Corporate Enterprise.  With Location Level Invoicing option, each of the customer's locations assigned to its Corporate Enterprise will receive an individual invoice representing the charges incurred at that location and the customer's designee will be primarily responsible for remitting payment for usage and charges associated with that particular account.  The Corporate Enterprise electing this option must agree to accept contingent financial responsibility for all charges invoiced to its locations and will be required to pay in the event the designee location does not pay.

 

                                             For Outbound Service:

 

                                             Accounting Codes (up to 7-Digits):  A customer can specify that Accounting Codes are to be dialed from specific dedicated access groups and Dial "1" telephone numbers (ANIs).

 

                                             Universal Range Privileges:  Customer can specify the type of MCI HotelDirect calls allowable for users on each Dedicated Access Line group, for each MCI HotelDirect Card authorization code and for each Dial "1" ANI originating telephone number) and for each ID code (see Section C-3.18373 regarding ID codes).  The range privileges are defined as follows:

 

                                                            0 =          No calls allowed;

                                                            1 =          On-network numbers (private dialing plan numbers);

                                                            2 =          All numbers in the U.S. Mainland, Alaska, and Hawaii;

                                                            3 =          All numbers in domestic North American Numbering Plan locations1 and in the international locations listed in Table V, Part E; and,

                                                            4 =          All numbers in domestic North American Numbering Plan locations1.

 

                                             Custom Range Privileges:  A customer may specify the type of MCI HotelDirect calls allowable for authorized users on each Dedicated Access Line Group, for each HotelDirect Card authorization code and for users on each Dial "1" ANI and for each ID code.  For each customized Range Privilege, the customer defines the allowable state, area codes, area code-exchange code combinations and country codes.

 

                              .255       Other Charges

                              .256       Service Availability:

 

                                             MCI HotelDirect is available as follows:

 

                                             A.           T-1 Digital Access for MCI HotelDirect is available in the Company Metropolitan Area Terminal locations set forth in Section C-12, Table IV, Part A.  This access method is also available in the cities set forth in Section C-12, Table, V, Part C-1, where facilities are available.

 

                                             B.           Analog Local Access for MCI HotelDirect is available in the Company Metropolitan Area Terminal locations set forth in Section C-12, Table IV, Part B.

 

                                             C.           Direct dial access is available from all exchanges which have been converted to equal access in the cities listed in Table V, Part A.

 

                                             D.           MCI HotelDirect customers can terminate calls to all cities within the contiguous United States, Hawaii, Alaska, Puerto Rico and the U.S. Virgin Islands, except where the originating and terminating cities are located in the same state.

 

                                             E.            MCI HotelDirect customers can terminate calls to the international locations set forth in Section C-3.0736.
