.12 Option J (University WATS)
Beginning September 1, 1993, Option J (University WATS) will not be available to new subscribers.
Option J, is available to customers whose distribution of total monthly traffic for a service group is such that not more than 55% of the traffic occurs within the Business Day rate period. With Option J, calls may terminate in any service area and are rated according to the service area in which the call terminates. If the percent for the Business Day rate period exceeds 55%, usage charges are calculated using the rates associated with Area 5 (see Section C‑3.041121) and a special service charge of $100 per access line will be applied. The Company will waive this special service charge if the subscriber fails to meet the off‑peak traffic requirement (at least 45%) for up to four months during the months of May through September, inclusive.
Option J, involves the provision of intercity communications channels. Option J is a one‑way, multipoint service requiring the customer to originate calls via dedicated facilities between his premises and The Companys terminal location and allowing the termination of calls via a combination of Company‑provided intercity facilities and local business telephone lines, and the resold facilities of other carriers. All Option J calls are subject to a one minute average connect time (i.e. total monthly minutes of use divided by total monthly calls must equal at least one minute). All Option J calls, with the exception of those calls placed to international locations, are rounded to the next higher 6‑second increment. Option J calls terminating to the international locations listed in Part E of Table V are calculated on a 30‑second duration basis, with additional 6‑second increments. If the computed charge includes a fraction of a cent, the fraction is rounded to the nearest whole cent.
In addition to other service-related charges under this option, FUSF, CAC, Administrative Expense Fee y CCRC apply.
.121 Monthly Recurring Charges
.1211 Intercity Facilities Usage Charges: Option J is available on the basis of usage charges and is subject to a monthly Minimum Charge.
.12111 Minimum Charge: $75 for all usage
.12112 Usage Charges: Usage Charges are determined by such variables as Rate Periods, Rate Schedules and Service Area. The charges are billed according to the average monthly use for each rate period of each dedicated access line within a service group.2 (See definition of "Service Group" in Section A preceding.) The rate period is determined by the day and time at the Option J dedicated access line location.

b) RATE SCHEDULES:
The hourly Usage Charges as set forth below under Section C‑3.121122 shall apply to all calls terminating via Company‑provided intercity facilities, or via the resold facilities of other carriers, in all cities within the contiguous U.S., Alaska, Hawaii, Puerto Rico and the U.S. Virgin Islands.
Calls terminating in the international locations set forth in Part E of Table V will be billed as specified in Section C‑3.121123.

The resulting effective per minute rate will then be applied to the customers total usage. The international traffic will be billed under Section C‑3.0711.
c) SERVICE AREAS
Service Areas (S.A's) represent broad geographical areas which are specific to the originating location of the Option J customer. Five Service Areas (SA1 through SA5) are defined for every state or state subdivision. The rate at which an Option J call is charged is determined by the originating location and the terminating Service Area. Service to the international locations listed in Part E of Table V is also available with Option J. See Table V, Part C‑3, for complete geographical coverage of Service Areas. All Option J usage charges are calculated using the rates associated with Area 5.
.121121 Rate Step Table:
The Rate Step Table set forth in Section C‑3.041121 is used to determine the usage rates that apply to Option J. To use the table, first locate the appropriate Originating State. Then locate the number in the column under the terminating Service Area. This number is referred to as a Rate Step. Locate the same Rate Step number on the Monthly Usage Table below. The rates listed on that line apply to the service provided for that Originating State and terminating Service Area.

Method of Determining Usage Charges
Based upon the hourly rates set forth in Section C‑3.121122, Option J usage charges are calculated as described below:
a) Determine the total minutes of monthly usage for each rate period over all dedicated access lines in a service group. For International calls, Standard, Discount and Economy rate periods correspond to Business Day, Evening and Night/Weekend rate periods respectively.
b) Calculate the percent of total traffic for each rate period. If the percent for the Business Day rate period exceeds 55%, usage charges are calculated using the rates associated with University WATS Service Area 5 (see Sections C‑3.041121 and C‑3.121122) and a special service charge of $100 per access line will be applied.
c) Assuming appropriate traffic distribution, determine the total number of access lines in service during the month (access lines in service for a partial month will be pro‑rated).
d) Determine the average usage for each rate period per access line by dividing the minutes for each rate period from (a) above by the number of lines from (c) above.
e) Determine the associated rate steps for each of the five terminating service areas from the appropriate originating state or state subdivision using the Rate Step Table located in Section C‑3.041121.
f) For each of the five associated rate steps (see (e) above), perform the following three steps:
(1) Determine the effective hourly rate for each rate period by 1) multiplying the total hours in each rate period by the associated hourly rate for that rate step and tapered usage increment; 2) totaling these charges for each rate period; and 3) dividing the total by the average usage for each rate period per access line from (d) above.
(2) Determine the total usage for each rate period by (a) identifying all calls made in the month that terminate within each of the service areas; (b) grouping those calls according to the rate period in which the call was placed; and (c) summing these calls to determine the number of hours per rate period for each service area.
(3) Determine the usage charge for each rate period by multiplying the effective hourly rate per rate period from (f‑1) above by the total hours of monthly usage for each rate period for a given service area from (f‑2) above respectively and summing those charges.
g) Determine the total usage charges for the Service Group by adding the results of (f‑3) above for each of the five
associated Rate Steps.

A. Between the metropolitan areas set forth in Part C‑1 of Table V and from them to all cities within the U.S. Mainland, Alaska, Hawaii, Puerto Rico, the U.S. Virgin Islands, Guam, and CNMI, except where such cities are located in the same state.
B. From the metropolitan areas set forth in Part C‑1 of Table V to the international locations set forth in Part E of Table V.
C. From the metropolitan areas set forth in Part C‑1 of Table V to Alaska, Puerto Rico and the U.S. Virgin Islands.
